Twinning is a well-established funding opportunity, part of the Horizon Europe: Widening participation and spreading excellence funding sub-programme. The general objective of this action is to strengthen research and innovation performance in Widening countries by enhancing cooperation with advanced partners. This cooperation is implemented via networking and training activities such as workshops, conferences, staff exchanges, summer or winter schools, and other support actions.

For the first time since the establishment of this instrument, the Twinning call for proposals adopted a partially directional approach, allowing proposals in line with the European Green Deal objectives to have a specific budget. Applicants had to submit their proposals under either:

The call for proposals closed on 28 September 2023 and generated a great interest. 848 proposals were submitted, and 96 were selected for funding: 20 for the Green Deal call, 76 for the Bottom-Up call.

The expected outcome is to close the European Union's research and innovation gap by enhancing strategic networking with leading international institutions, raising the reputation and research profile of the coordinating institution, strengthening research management capacities, and promoting creativity through innovative approaches and increased mobility of qualified scientists.

The funded projects will work on various topics, from energy transition to digital cultural heritage, from maritime industry to rare diseases. Discover the projects’ overview and learn more about the topics, the EU funding received and countries participating in each project.

Additional information about the funded projects, including their objectives and the consortia, are available on CORDIS (Community Research and Development Information Service), the European Commission's primary source of results from the projects funded by the EU's framework programmes for research and innovation, from FP1 to Horizon Europe.
